At the centre of the looting is the "Executive" responsible for the CORE business of SEDA who has been drawing Hundreds of Thousands of Rands in "Salary" with BOGUS QUALIFICATIONS.
From High School through to Tertiary one can't avoid noticing that nothing she has listed in her three profiles make sense at all. She claims in one LinkedIn profile to have Matriculated in 1986, in the same period in which she state as having studied BA-Graphics (1986-1989), then within the same period 1987-1990 she has obtained Bcomm Honours in Economics . How did she do it, how on earth would she have managed to register at Ongoye ( now merged into University of KZN) in the same year in which she was supposedly doing Matric, so effectively WITHOUT Matric, and the University allows her to do Matric whilst doing her first year of University -BA-Graphics,then in her Year2 at University which would have been 1987, she is allowed to do her Year2 BA together and concurrently with Bcomm 1 Majoring in "Economics"?
As if this is not enough confusion, she then miraculously gets conferred BBA- Graphics ( Bachelor of Business Administration) as a BONUS maybe to tally up her qualifications to three (3) Degrees obtained at record time. What is amazing though is that she doesn't seem to know that BBA and BA are two different Qualifications in separate Faculties that are not at all related despite the fact that during the rife Apartheid times and still to this day no student was allowed to enroll for two degrees CONCURRENTLY so there would have been no exception made just to accommodate ONE young lady from a "homeland" BLACK University.
The plot thickens, she then updates her profile at the beginning of January 2023 to now reflect an additional MA-Graphics; Williams College-Graphics, obtained at Williams College, she further states MA- "Development Economics", International Development and a 3rd specialty-2020.
After graduating in 1990 with supposedly three degrees and Honours in Economics, she has a blank 1991-1992 period ( unaccounted for), then supposedly starts her FIRST job as a DIRECTOR-Department of Economic Development-KZN,1992-2002 The anormalies are blaring even here. The Director post was the highest position within the Public Sector in any Department/Homeland definitely not an ENTRY level position. With the Government Human Resource Policies and Guidelines one had to start from entry level in which case that would have been Professional Officer for Bursary Graduates, then the next promotion would be Senior PO, CPO, Assistant Director followed by Director level and here at Director Level we are talking about experienced Mature ( in age) predominantly Males, definitely not a young fresh Graduate who has spent two years in the Un-Employment que .
Then comes another bonus, she scores herself two jobs CONCURRENTLY at SEDA in Nelspruit as a "Provincial Manager" whilst at the same 2006-2016 she is a "Chief Director" at the Department of Economic Development, two separate Institutions at the same time, one person two different Posts,nooooo which is which? At the same period she is also supposedly a Board Member of "Phakamani Foundation Graphics, which does NOT at all exists and a Board of Trustee and Trustee to a string of other NON-EXISTING companies she enlist in her profiles to showcase her "Business Operations Management PEDIGREE..." whatever she means by "PEDIGREE" seemingly it has sounded bombastic enough to the ears of the SEDA Board and Human Resource Executive, not to leave out the Portfolio Ministers to entrust SMMES AND ENTERPRISE DEVELOPMENT to a person with FAKE CV and BOGUS QUALIFICATIONS from unrecognised and most likely In-existing Institution except for online presence in the form of a website flighting LGBTQ "programs".
How can SEDA be expected to deliver on its CORE Mandate when this very important function is entrusted to such a person as National Executive Manager, on a more than Two Years EXPIRED Fixed-Term Contract, and still make the same person an "ACTING CHIEF EXECUTIVE OFFICER" for an entire YEAR?

1. BACKGROUND
1.1 The Department of Public Service and Administration (the DPSA) has been involved in a number of interventions to improve the quality of Human Resources Management and Development in the Public Service. This specifically includes ensuring that the qualifications held by Public Service employees are verified.
1.2 Against this background, the DPSA issued on 25 May 2009 a Circular entitled ‘Request for Departments to Undertake the Bulk Verification of Employee Qualifications with the South African Qualifications Authority (SAQA) which requested departments to undertake the bulk verification of employees’ qualifications with SAQA. The aim was to ensure that the qualifications of all employees already employed are verified and to establish the Public Service qualifications database.
1.3 The verification of qualifications by SAQA was later extended to include other categories (thus, verification for prospective employees, Cabinet appointments and evaluation of foreign qualifications). Hence the need arose to inform departments of all aspects related to the verification of qualifications of Public Service employees by SAQA, and to ensure its successful implementation, in the form of a Directive.
1.4 The first Directive was issued in 2010 and later reviewed in 2011.
2. AUTHORISATION
2.1 This Directive is issued by the Minister for Public Service and Administration in terms of section 41 (3) of the Public Service Act, 1994 (Proclamation 104 of 1994) to supplement Regulation D. 8 of Part VII of Chapter 1 of the Public Service Regulations, 2001 as amended.
2.2 This Directive replaces the Directive on the Verification of Public Service employees’ qualifications by the South African Qualifications Authority that was issued with effect from 01 March 2011 by the Minister for Public Service and Administration.

3. COMMENCEMENT
3.1 This Directive takes effect on 1 October 2015
4. OBJECTIVES OF VERIFICATION OF QUALIFICATIONS
4.1 The verification of Public Service employees’ qualifications is to be undertaken with a view to reaching the following objectives:
a) To assist in improving the reliability of data on qualifications captured on systems such as PERSAL.
b) To establish a comprehensive and reliable aggregated database of the qualifications of Public Service employees in respect of qualifications verified by SAQA.
4.2 The verification of qualifications is also meant to assist in the implementation of the vetting strategy and to identify possible fraudulent qualifications or any misrepresentation by employees and individuals applying for positions in the Public Service, in terms of the qualifications that they claim to possess.
5. SCOPE OF VERIFICATION OF QUALIFICATIONS
5.1 Departments are required to verify and/ or evaluate qualifications of prospective/ serving employees with regard to:
a) South African / national qualifications
b) Foreign qualifications
c) High level appointments.

Was the Human Resources Department at SEDA sleeping on duty when Ms. Ntokozo Khoza-Majola was appointed in this Highly Responsible Position or what? How was Ntokozo Majola even Shortlisted for an interview without Vetting process having been conducted? How was she appointed in the first place? Did she undergo the normal Selection Process or was she just a Political Deployee by association to her Politically Connected husband , deployed to hold forte and/or manage the syphoning of Tax Payers Funds to Political bosses sitting at lithuli ( pun intended) house and "parly" Mini-stars who seem not to know their Geography yet they talk about 4th Industrial Revolution?
This is a Developing story, we will get to the bottom of the root-cause for the FAILURE OF SEDA to deliver on the Mandate entrusted to them since 2004 at its establishment even if they intimidate and perscite the few remaining Knowledgeable Employees who happen to have caught them in their Fraudulent Criminal Activities looting Funds that are supposed to have been paid to Entrepreneurs and SMMES for both ongoing Developmental Needs for this Sector and "COVID19" RELIEF FUNDS which they could not account for in their Annual Report/s safe to cook up the books .
